To: Oslo Freedom Forum Open letter on behalf of some NGOs working in Nakhchivan As a head of some NGOs working in Nakhchivan we observed the process of Freedom Forum held in Oslo city in 9-11 may 2011. We did not expect any innovation. Our main purpose was the information that we send you about Malahat Nasibova and her contact that she described herself as a hero and free speech herald (messenger) in the Forum. But we saw that you don’t need reality, instead you need false and groundless information. Despite to all this as a person knowing Malahat we want to say you some facts. We want bring your attention that the author of this facts is a women’s that since 1990 we are struggling for freedom and democracy and same time we organized the activity of Resource Center in 2002. If again you ignore these facts I will print the article about you that how you misappropriate the money of Norwegian taxpayers with swindler human rights defender Malahat Nasibova. What is Development and Resource Center of NGOs? False history and structure of Organization (false information’s send to international organizations and foreign countries) Development and Resource Center of NGOs Public Unity was established with the financial support of USA and British embassies in December 2002... Until October 2004 organization acted without government registration. In 2004 Resource Center registered by Ministry of Justice. After the registration there was development in the activity of Resource Center in the region. At present nearly 20 NGOs have connection with Resource Center. The same NGOs benefit the technical opportunities (library, internet, and computer) of the Resource Center. Up to now Center tried to take part the implementation of the projects of some local NGOs and succeeded. The main role in management of Resource Center belongs to administrative personnel. Selection of chairman and deputies, preparation of yearly activity plan and approval of yearly budget of organization is included to the function of Administrative Personnel consist of 7 person. The main purpose of the resource Center is to develop Democratic process in Nakhchivan, to defend human rights and to activate NGOs and to form Civic Society in the region. To open the branches of the Center is the 7 regions of Nakhchivan AR are included to the long lasting strategy of Organization. The above mentioned information’s was the main purpose when we established this Organization. With the feeling of regret I want to mention that , people like Malahat Nasibova showing herself as a democracy herald (messenger) with the support of foreign sponsors including Norwegian diplomats (they have their own interests) awarded with RAFTO, for her own private purpose she removes the real democrats from Organization and our purposes for developing Civil Society stands on paper. But Nasibova under the name of human rights defender established her own income generating “business”.Resource Center (RC) as a private business. What is reality? As a director of Resource Center M.Nasibova succeeded to have contact with OSI-AF, OSCE EU, Norwegian Human Rights Home, NED, USAID, ABA-CEELI, UNIFEM, IOM, ADRA, IFES, IREX and others.In reality here we can speak about Malahat and Ilqar Nasibovs private contact and income resources. For earning more money she provides more false and slander information and when representatives of organization want to check the correctness of the information that she provided she says that it’s dangerous to visit the area. Nasibov’s family are money greedy and for to deprive their friends (who worked with them) from grants they removed them from the Organization and blamed them in having contact with government bodies. Who is Melahat Nasibova M.Nasibova whom I have known for a long time and aware of her “ability”, hearing her name always in scandalous news in Nakhchivan AR could never make me stand aside as an involving person to the democratic affairs. And who is M.Nasibova? Some representatives of international organizations present to our citizens who fight for democracy, making an image of brave eastern woman for democracy and human rights in the example of M.Nasibova (this is mainly for foreigners, no one knows her in Nakhchivan), inviting her to official bodies of foreign countries, even providing her to get international award. Who needs this “brave” image of Nasibova, for M.Nasibova and her family members, special interest of international organizations or Azerbaijani people? Surely for the first ones.What is Nasibova`s real interest?Here is a slight point. Mrs. Nasibova who has no education (though he introduces herself as a high educated woman) leads false NGOs, works as a correspondent and persuades opposition parties regardless off her being fired of the party owing to her fraud on grants and no one trusts in her sincerity. Her all deeds and “activities” serves only one thing‐ whatever happens to put obstacle for other NGOs in Nakhchivan to monopolize this field and to preserve her own business interests. That is a pity she achieved it. That’s why she is known as “grant Melahat” among residents. During my research I found out that Embassy of Norway to Baku carries out its grant projects within human rights and freedom of speech through third sector in Azerbaijan. However selection of claimants of the same grants is carried out by Eurasian Cooperation Fund but the last word belongs to diplomats of Embassy of Norway. During these years it is clear that a few million dollars were presented to various NGOs in Azerbaijan. Beside the Resource Center headed by Melahat Nasibova not any other NGO could get foreign grant from Nakhchivan. The reason is monopolization of this field by M.Nasibova and involving her for finding of people who wants to get grant by international organizations from Nakhchivan. Unprecedented event‐ one NGOs control over others is the result of M.Nasibova and her foreign friends` intellect. By abusing from this power the people and other NGOs (as first founders) who protest her fraud she accuses this people having contact with local authorities in Nakhchivan and deprives them fromforeign financial support. During our and other NGO leaders meeting with the representatives of diplomatic body (USA, Norwegian embassies and OSCE) there were a number of mysterious questions related with our “close contact” with authority. It is already long time that Resource Center of Melahat Nasibova misappropriate the grants allocated by foreign countries and international organizations for Nakhchivan. Within recent years it is known that M.Nasibova failed to implement the projects undertaken and she protected her position thanks to some diplomats with whom they misappropriated grants together. Confirming the phrase “fish in troubled water” we can say that by creating the real show of democracy and hero image of Malahat Nasibova under the background to dissemination of false information about Nakhchivan they crate atmosphere only for earning money. It has only one interpretation - political corruption.A question arises why some matters that connected with internal affairs of Nakhchivan, should be so interesting for Norwegians? They could ignore, if there were some points. Firstly: Nasibova`s Resource Center received enough allocation from the Embassy of Kingdom of Norway. The second is that: the Embassy of Kingdom of Norway to Baku is dealing with sponsoring of frauds like Nasibova. In general Norwegian diplomat is a shareholder of allocation. As a result of this partnership, so‐called diplomats succeeded to present RAFTO to Nasibova by Helsinki Committee of Norway and Human Rights Home of Norway on the base of their sponsoring. By creating the insulting atmosphere against democracy in Nakhchivan this representation confused some people as well as human rights defenders. I think that after some times later Norway will know that this is a mistake and will understand that this step damaged the democratic arena in Nakhchivan. That is a moral point of the issue and is more important for us. There is another practical point of view of the issue. Probably interesting point for Norwegian citizens and taxpayers is the utilization of their paid taxes under democracy for their personal aims, in concrete how the allocations of Norway government is spend for democracy development in Nakhchivan. “Diplomat’s” personal interests discredited Norway state but in fact Norway is a champion of human rights and freedom and Norwegian human rights defenders working for the improvement of civil society in the world. About M.Nasibova’s speech in Freedom Forum If anyone listens the speech of Nasibova he immediately understands that she is not educated. She has no high education but she presented as a hero journalist and lawyer. Nasibova have no information about the history of region but comparing this region with Soviet Union claiming that the region is managed with the same traditions. In this case we have question but how Nasibova take part in the Oslo Forum and makes speech full of fraud? In her speech she claims that because of the pressure to her two children they are obliged to left from the University in Nakhchivan for foreign country. But in reality the education of her child in Norway is a part of Nasibova’s above mentioned swindler business and was sponsored by known diplomats. Nasibova’s speech is full of fraud. I want to note some of them. So, in her speech Nasibova mentioned that the Autonomous Republic is beyond of central authority’s attention but in other part of her speech she refuted herself and spoke about president’s visit to Nakhchivan AR. Without having any fact Nasibova claimed that at any time it is possible to have pressure in Nakhchivan but again refuting herself she mentioned that during that past period without any obstacle she had meeting with foreign representatives who visited Nakhchivan AR. After all these meeting no pressure to her and her family was observed. One doubtful point is that, when foreign representatives visit to Nakhchivan they meet with NGOs in an open atmosphere but they prefer to have meeting with M. Nasibova in a close door. If M. Nasibova is hero and has special abilities despite all claimed pressures you can see many educated and active young people around her and this people could benefit from the opportunities of Resource Center and Nasibova could mention this as a fact in her speech. If you check the reports of Nasibova about the project you can see only the name of her husband and her drug addict brother. The photos which Nasibova presented in her speech were not a people that their rights violated, this was a people for their own private income purpose this people violated custom rules and they was stopped. As we know in all democratic states including Norway rules should be respected and this is main principle of democracy. M. Nasibova in her speech in Oslo Forum being faithful to her tradition boldly said that she was pressuring and in need of your financial help. It is possible to show many facts about Nasibova’s swindler activity. These facts confirmed during control by Tax Bodies in the Resource Center. The fraud activity of Melahat Nasibova’s “Democracy and NGO Development Resource Center” Public Unity.Under the name of Public Unity Malahat Nasibova and her family appropriated hundreds of grants for their own personal purposes. I want to show their falsification with facts:‐ Under the name of “Democracy and NGO Development Resource Center”Public Unity, the name of various NGOs is noted but the unity composed of only a couple Ilqar and Melahat Nasibova, Elman and Minaye Abbasova and Muhammed Rzayev. The leaders of others NGO’s noted in documents have no information about the activity and address of the public unity. As they failed to share allocate money M.Rzayev was dismissed from the center and is discredited before the international organizations.‐ In the project it is reported that in the office of Public Unity (address Ataturk 33) “Togrul‐invalid children’s defense center” acting but this is not true.‐ However the skill improvement of invalid children and their pre-school preparation were mentioned in the reports, but no activities is done in this direction and in general such kind of center was not existed.‐ In the project in is planned to involve local education branches to the joint education projects but it is not implemented.‐ In the project in is planned to prepare parents by psychology, but doctors is not invited and no professional is invited for training of parents. Generally no training program is implemented. ‐ By introducing their close relatives in “Toghrul‐invalid children’s defense center as a patient they want to show to the representatives of special bodies that they are implementing project.‐ Coming to agreement with pharmacy owners they organize the sale of medical equipments allocated for the patients within projects.‐ M.Nasibova and her husband I.Nasibov and E. Abbasov is noted as a leader , her close relatives registered as drug addict Ramin Rzayev and Elbrus Ibrahimov is noted as participating managers of these projects. The above mentioned project leaders and employees has no private education in any field.‐ Office rent is shown as 200 US dollar but it is not paid, because there is no office. ‐ False reports are released on the use of the stations for the implementation of projects in different blocks of Nakhchivan city.‐ Using photo and video files taken of their birthdays and banquets of her close relatives and friends conduct of seminars are documented within projects.‐ While appealing to Nasibova to spend the grants for the events which considered for projects implementation she informed of the great amount of money delivering by some persons to US and Embassy of Norway. She told if she breaks this rule she won’t able to register new projects. She mentions that for getting grant from the Embassy of Norway she benefited secretary of ambassador Lars Hansen`s patronage. ‐ The allocation granted for democratic values and healthy civil society by States of Norway, USA and OSCE and other international organizations are used for personal interests.‐ M.Nasibova bought a flat in the center of Nakhchivan city (H.Aliyev avenue) with the money that she captured from grants and made a high quality repair inside the flat , bought a flat in Baku and succeeded her two children’s education in Norway with the help of his sponsors.‐ M. Rzayev who had been working together with Nasibova until 2008, solved his personal problems with the help of her leadership, complained of money insufficiency and threaten her with complaints about this situation to the proper organizations, so he was sacked from Resource Center and they reported to international organizations over his in obedience with the agreement of money allocation.‐ In order to appropriate 18000 manat that is granted by the embassy of Kingdom of Norway to Azerbaijan for the realization of the project named “Propaganda of fight against anticorruption and bribery mechanisms at the universities of Nakhchivan AR” she pretended that she was pressured , but did not attempted to implement any project. In order to appropriate money she wrote the name of some students to the blanks and instructed her close people to make dispute in front of institution and for this she was benefited while preparing report. ‐ To get the award of “RAFTO fund” founded by Norwegian human rights defenders she previously held conversations with Vuqar Qojayev who worked for a long time with those international organizations and was a shareholder for M.Nasibova`s financial frauds and her candidacy was supported by this man for a definite amount. The support of “her friends” in the Embassy of Norway took also important part on this representation. In this presentation her friends in Norwegian embassy played an important role. In his conversation with his close friend Nasibova noted that foreigner also getting bribe and for this it is easy to get any award. ‐ For the purpose to provide justice, transparency, human rights and freedom to the people and administering people with juridical aid in 2010 for getting 20000 US dollar grant they appealed to the Kingdom of Norway, to realize the project named “Monitoring in the courts of Nakhchivan AR . E.Abbasov has no any juridical education but he was mentioned as a lawyer in the project.‐ To create a scene of getting interview from native citizens as a correspondent of “Azadlıq” she introduces her close relatives and family members to the audience with different names and asks beforehand prepared questions and then gets proper responds. For her such behavior she discredits the radio station and dismissed as a local correspondent. ‐ To influence other press and NGO representatives in Nakhchivan AR she promises to help them by means of her close friends in Embassy of Norway and USA and other international organizations for providing them with a definite amount of grants and organizes sending reports of identical content for affirmation of her groundless feedback released to press. IRFS’s regional representatives act under Nasibova’s task.‐ Though M.Nasibova and her husband I.Nasibov was as a member of PFPA (Azerbaijan Popular Front Party ‐ opposition party) but recently they had an argument with local leader of the party. The reason of argument was the appropriation of grants by the Nasibova which was received with the help of party leader but Nasibova used it for her own personal intention.‐ M.Nasibova and her family members` appropriation of financial allocations in a grant form for their personal aims was confirmed with their reaction to tax bodies during the verification held in Resource Center.At the end I would like to mention so called diplomats working with a fraud like Mrs. Nasibova disappoints human rights defenders acting in Nakhchivan who look forward to representatives of diplomatic corps in Azerbaijan and international organizations acting in western countries and hoping that they will help development of civil society and democratic principles.
